Shrnutí:This article analyzes the main transformations of state policies in the Andean region in the face of Haitian migration during the period 2010 to 2019. In addition, in the case of Ecuador, the profiles are analyzed quantitatively, specifically for the population settled in the province of Pichincha, where most Haitians live. We argue that the reconfiguration of migration projects, based on what is observed in Ecuador, allows us to think of Haitian migration within a migratory continuum in which states and society, by action and omission, produce and sustain practices and relationships. That keep migrant lives on the sidelines; thus generating the discomfort, violence and discrimination necessary to keep Haitians on the move, as a mechanism of control and exclusion.
