Shrnutí:Based on theories on migration infrastructure and on migration industry, this article analyzes the installation and development of humanitarian assistance institutions for asylum seekers on the northern border of Mexico. It describes three types of institutions and procedures created between 2019 and 2021 in Ciudad Juarez and Tijuana: Integration Centers for Migrants administered by the Mexican federal government, the filter hotels led by the International Organization for Migration, and the CONECTA system, coordinated by the United Nations High Commissioner for Refugees. It shows the effects of outsourcing migration control and humanitarian policies to non-state actors and international agencies, and the consequences of humanitarianism in security policies.
