It also examines the historical background to the pro-State movement in the region throughout the second half of the nineteenth century and the first few decades of twentieth century. The article concludes that, while the federal government´s initiatives were important for the realization of this goal, those of the regional administration also played a notable role in the sense, as well as the will of the region´s own inhabitants to govern themselves.
