The decentralization process of social policy in Mexico is revised as the context in which new programs and initiatives are developed promoting a stronger participation of the society in the policy process. The reflection on the social policy of the National Action Party in Baja California since 1989, has lead us to see the new challenges that the Financial Aid to Civil Society Organizations Program presents to the local and state government and the social organizations. En el presente trabajo se analizan las relaciones entre el gobierno y la sociedad a partir del programa estatal de Apoyo Financiero a Organismos de la Sociedad Civil en Tijuana. Con esta finalidad, se presenta el proceso de descentralización de la política social a los municipios en México y el impulso que se ha dado a partir de la misma a la participación ciudadana. Posteriormente, se revisa la política social del Partido Acción Nacional en Baja California a partir de su llegada al gobierno del estado en 1989, reflexionando sobre los cambios que iniciativas como el Programa de Apoyo Financiero a Organismos de la Sociedad Civil han tenido en la relación estado-sociedad y los nuevos retos que presentan para el aparato gubernamental y las organizaciones sociales.
