As part of the methodology, two variables —external and internal influences— and fourteen indicators were utilized. Results show that neighborhood committees, as a public participation structure, are in crisis. The structure shows both internal and external signs of breaking up: there are no clear mechanisms of summons or participation, nor are there any adecuate mechanisms capable of articulating demands and government authority, insofar as external political agents have been allowed to participate in internal management and committee issues. For this reason, the capacity of local neighborhood committees to make decisions regarding city water management is placed in doubt. Se presenta el análisis de la participación ciudadana a través de los líderes de Comités de Vecinos (CV) en la gestión del agua en Ciudad Juárez, Chihuahua, aplicando una metodología en las que se manejan dos variables: las influencias externas e internas y 14 indicadores. Los resultados muestran que los CV constituyen una estructura de participación ciudadana que se encuentra en crisis. Presentan signos de desarticulación interna y externa. No existen mecanismos claros de convocatoria y participación dentro de su estructura, ni vías adecuadas de articulación de demandas con la autoridad gubernamental al permitir la participación de agentes externos de tipo político en los asuntos directivos y de funcionamiento de los mismos. Por tal motivo se duda de la capacidad de incursión de éstos en la toma de decisiones respecto al manejo del agua en la ciudad.
