Riassunto:This document turns on the process of modernization of the State in an international and national context and the change of the public administration like a space derived, that as well, its configuration to the conception and policy of use from a frame of the new role of the State. A general approach is elaborated to forms of work in Mexico and Baja California and to official policies around this social-economic scope, as well as to the signaling of some programs designed and executed by the Secretariat of Work for contributing to one better occupation of the population. By there characteristics these policies are considered limited because they center his function only of side of the supply of work. The document is elaborated from a documentary revision of descriptive and analytical way towards its conclusions.
