The results of the investigation show that Hidalgo County avoided the contraction of the U.S. employment rate of –4.4%, as evidenced by a positive local employment rate of 5.2%. This recession–proof profile is explained by its orientation toward a service economy, including the public administration sector as a strategic field for correcting market failures. The shift–share technique was applied to provide an account of sectoral performance, supplied with data from the U.S. Bureau of Labor Statistics. The data obtained are discussed in the framework of the theoretical discussion related to the implementation of Keynesian–style active policies. En este artículo se examina el comportamiento sectorial de la economía del condado de Hidalgo, Texas, tomando como referencia el periodo recesivo de la economía estadounidense 2007–2011. Los resultados de la investigación muestran que el condado de Hidalgo evitó la contracción de la tasa de empleo estadounidense marcada en –4.4%; esto al presentar una tasa local positiva de 5.2%. Ese perfil a prueba de recesión, se explica por su orientación hacia una economía de servicios, entre ellos, el sector de la administración pública como ámbito estratégico para corregir las fallas del mercado. Para dar cuenta del comportamiento sectorial se aplicó la técnica de cambio y participación (shift–share), alimentándola con datos del U.S. Bureau of Labor Statistics. Los datos obtenidos se discuten en el marco del debate teórico relacionado con la aplicación de políticas activas de corte keynesiano.
