Sumario:The objective of the article is to present a methodological proposal for the evaluation of inadequate housing inside the cities, through an index that arises from the operationalization of variables (OV), this captures the guidelines of the right to adequate housing grounded on the capabilities approach. The Mexican border city of Mexicali was chosen as a study case since its geographic, economic, and demographic characteristics translate into a built space with diverse qualities.  Through this index, we identify that more than half of the urban housing stock in Mexicali is inadequate because they lack appropriate material conditions, do not have sufficient spaces, and are exposed to both natural hazards and environmental contamination. In addition, they lack access to equipment and sources of employment.
