The Mexican border city of Mexicali was chosen as a study case since its geographic, economic, and demographic characteristics translate into a built space with diverse qualities.  Through this index, we identify that more than half of the urban housing stock in Mexicali is inadequate because they lack appropriate material conditions, do not have sufficient spaces, and are exposed to both natural hazards and environmental contamination. In addition, they lack access to equipment and sources of employment. El objetivo del artículo es presentar una propuesta metodológica para la evaluación de la vivienda inadecuada al interior de las ciudades, mediante un índice que surge de la operacionalización de variables (OV), donde se toman como base las directrices del derecho a una vivienda adecuada desde el enfoque de las capacidades. Para tal fin, se tomó como caso de estudio la ciudad de Mexicali, una ciudad de la frontera norte de México, cuyas características geográficas, económicas y demográficas se manifiestan en condiciones distintas de calidad del espacio construido. El índice de vivienda inadecuada propuesto permitió identificar que más de la mitad de las viviendas en Mexicali son inadecuadas porque carecen de condiciones materiales apropiadas, no tienen espacios suficientes y están expuestas tanto a peligros naturales, como a contaminación ambiental. Además de que carecen de acceso a equipamiento y fuentes de empleo.
