The structural changes implemented in the 90s touched every area and sector of Argentine society. These changes had an undeniable paradigmatic character. At this time new guidelines were erected?dynamics and social fabrics that induced the gestation of complex and contradictory processes of social inclusion and exclusion. The environment of educational policy constituted a neurological epicenter for the changes undertaken. The advent of the Federal Education Act undoubtedly summed up the government’s primary commitment to address the challenges rooted in the market society, the new employment directives, and democratic institutional life. In this context, the transitions of young people from the educational system to the employment market underwent profound changes hampered by the pluralization and the individualization of opportunities, risks, and socioeconomic segregation. Los cambios estructurales ejecutados en el los años 90 abarcaron todas las áreas y sectores de la sociedad argentina, tuvieron indudablemente un carácter paradigmático. A partir de este momento se erigieron nuevas orientaciones, dinámicas y tejidos sociales que indujeron la gestación de procesos complejos y contradictorios de inclusión y exclusión social. El ámbito de la política educativa, constituyó un epicentro neurálgico de las transformaciones acometidas. El advenimiento de la Ley Federal de Educación, sin duda, resumió la apuesta central del gobierno para hacer frente a los desafíos enraizados en la sociedad de mercado, las nuevas directrices de empleo y la vida institucional democrática. En este contexto las transiciones de los jóvenes desde el sistema educativo hacia el mercado de trabajo vivenciaron cambios profundos que estuvieron constreñidos a la pluralización y a la individualización de las oportunidades, los riesgos y la segregación socioeconómica.
