This article explores the educational context in Spain and the method used to achieve the European objectives. Currently we are living in a system of political decentralization and have experienced important legislative changes in recent years. Consequently, through a documentary analysis of the reports and papers produced by the Ministry of Education, the proposals for the Educational and Social Covenant of 2010 and Territorial Cooperation Programs, we identified the commitments that the Spanish government has undertaken to work in conjunction with the European objectives. La política educativa europea está basada en el principio de subsidiariedad sobre unos objetivos comunes para el año 2020 entre los países miembros de la Unión Europea. En este artículo se analiza el contexto educativo en España y el método utilizado para alcanzar los objetivos europeos. Nos encontramos con un sistema de descentralización política y con importantes cambios legislativos experimentados en los últimos años. Por ello, mediante un análisis de los documentos elaborados por el Ministerio de Educación, las propuestas del Pacto Social y Educativo del año 2010 y los Programas de Cooperación Territorial se identifican los compromisos que el gobierno de España ha contraído para trabajar en la confluencia con los objetivos europeos.
