In this case, the exposition of the subject revolves around the social politics reedition, taking the state reform as a point of encounter in common action fields of this two social actors counterposed not so long ago. The main purpose of this work is to show a pragmatic vision about the course that has been followed in the relation between government and civil organizations, both in the discursive and operational terms. It seeks to transcend the idealism with which is usually used on the subject of civil organizations as well as the politic prejudice of its relation with the government, proposing that from such encounter, a particular, unedited entity emerges and which its own identity goes beyond; though not necessarily eliminates the civil and governmental models of social participation, and political action from which it comes from. La relación entre organizaciones civiles (OC) y gobierno es un tema estratégico para el análisis del devenir político, social y económico que ha tenido lugar de las dos últimas décadas a la fecha en el contexto tanto nacional como internacional. En este caso, la exposición del tema gira en torno a la reedición de la política social en el marco de la reforma del Estado como eje del encuentro en terrenos de acción comunes de estos dos actores sociales hasta hace poco contrapuestos. El objetivo principal de este trabajo es arrojar una visión pragmática acerca del curso que ha seguido la relación entre OC y gobierno en los términos discursivo y operativo. Es decir, se busca trascender el idealismo con el que suele tratarse el tema de las OC, así como el prejuicio político de su relación con el gobierno al proponer que de dicho encuentro emerge un ente particular, inédito, cuya identidad propia rebasa, mas no necesariamente elimina, los modelos civiles y gubernamentales de participación social y acción política de los que emana.
