Sumario:This document presents a static and dynamic analysis of the Congress of Baja California, Mexico. The static portion encompasses the historic origin of the congress, its constitutional functions, and partisan composition. The dynamic section is a comparative study of the legislative productivity during two periods: the period of a unified government (1953-1989), and the period of a divided government (1989-2001). Additionally, metrics are constructed to analyze the parliamentary dynamics under a divided majority format with the purpose of rationalizing the institutional, political, and partisan conditions that create, between the executive and legislative powers, an environment of cooperation and conflict that affects the yeild of the institution and democracy.
