It briefly analyzes some of the cooperation mechanisms and indicates, based on technical reports as well as normative and organizational analysis, that these cooperation mechanisms failed due to, among other reasons, having articulated the local and intermediary government entities in a fragmented manner in managing binational cooperation. This difficulty is even present in the most recent adaptations of the cooperation mechanisms, predicting a new failure in the efforts of both countries. Therefore, it is necessary to attempt a different manner of exercising diplomacy, in which the local and intermediary government entities play central roles in binational cooperation, in the interest of facing the structural and institutional problems established in the design of these policies, applying a cross-border focus. 2017-01-17 2021-06-03T03:37:55Z 2021-06-03T03:37:55Z info:eu-repo/semantics/article info:eu-repo/semantics/publishedVersion https://ref.uabc.mx/ojs/index.php/ref/article/view/553 10.21670/ref.2017.35.a04 https://hdl.handle.net/20.500.12930/6861 spa eng https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1067 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1068 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1084 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1085 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1098 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1099 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1114 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1126 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1324 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1325 https://ref.uabc.mx/ojs/index.php/ref/article/view/553/1326 Derechos de autor 2017 Estudios Fronterizos application/pdf application/pdf text/html text/html application/epub+zip application/epub+zip application/xml application/xml image/jpeg image/jpeg image/jpeg cobertura Universidad Autónoma de Baja California Estudios Fronterizos Revista; Vol. 18 No. 35 (2017); 70-89 Estudios Fronterizos; Vol. 18 Núm. 35 (2017); 70-89 2395-9134 0187-6961
