The purpose of this article is to analyze the effects of the historical variability of the Colorado River current and how this variability has been used in the discussions for the control and administration of the mentioned international basin. Based on the analysis of studies carried out by various us engineers, lawyers and politicians, we have shown that since the beginning of the 20th century this variability was known. Specifically, it seeks to explain the meaning and consequences of the issue of variability in minutes 319, signed by the International Boundary and Water Commission, where for the first time, since several sectors have insisted on deepening the issue of defining “extraordinary gear”, arguing that a fixed quota for Mexico did not take into account the climate change factor. 2017-09-06 2021-06-03T03:38:14Z 2021-06-03T03:38:14Z info:eu-repo/semantics/article info:eu-repo/semantics/publishedVersion https://ref.uabc.mx/ojs/index.php/ref/article/view/593 10.21670/ref.2017.37.a05 https://hdl.handle.net/20.500.12930/6880 spa eng https://ref.uabc.mx/ojs/index.php/ref/article/view/593/1218 https://ref.uabc.mx/ojs/index.php/ref/article/view/593/1219 https://ref.uabc.mx/ojs/index.php/ref/article/view/593/1220 https://ref.uabc.mx/ojs/index.php/ref/article/view/593/1228 https://ref.uabc.mx/ojs/index.php/ref/article/view/593/1252 https://ref.uabc.mx/ojs/index.php/ref/article/view/593/1253 https://ref.uabc.mx/ojs/index.php/ref/article/view/593/1255 https://ref.uabc.mx/ojs/index.php/ref/article/view/593/1256 https://ref.uabc.mx/ojs/index.php/ref/article/view/593/1349 Derechos de autor 2017 Estudios Fronterizos application/pdf application/epub+zip text/html application/xml application/pdf text/html application/xml application/epub+zip text/rtf cobertura Universidad Autónoma de Baja California Estudios Fronterizos Revista; Vol. 18 No. 37 (2017); 81-102 Estudios Fronterizos; Vol. 18 Núm. 37 (2017); 81-102 2395-9134 0187-6961
