During the last ten years of the 20th century, there has been an extensive debate on the worldwide problem of higher education. This article aims at identifying some of the outstanding speakers who have greater impact; as well as briefly summarizing the lines of discussion present in the debate. The text is divided into two sections. The first one deals with the role of different international organizations in defining the public policies on higher education, particularly in Mexico and the Latin American region. The second one includes a commented description of three national cases, where some pronouncements emerged after the constitution of special commissions for the study of higher education: The French case, the United Kingdom’s and the United States’ case. Durante la última década, se ha iniciado un amplio debate sobre los problemas de la educación superior en el mundo. El propósito de este artículo es ubicar algunos de los interlocutores de este debate que tienen mayor visibilidad e impacto, así como reseñar someramente las líneas de argumentación presentes. El texto se divide en dos secciones. La primera hace referencia al papel de diversos organismos internacionales en la definición de políticas públicas sobre la educación superior, con mayor énfasis en México y en la región latinoamericana. La segunda contiene una descripción comentada sobre tres casos nacionales en los que se han generado pronunciamientos a partir de la constitución de comisiones especiales para el estudio de la enseñanza superior: el caso de Francia, el caso del Reino Unido y, por último el caso de los Estados Unidos de Norteamérica.
