Since the nineties, one of the most important changes in the operation of Mexican universities has been the instrumentation of governmental regulation devices, based on the articulation of evaluation procedures, extraordinary financing programs and specific requirements to the institutions. In a scenario of financial contraction, and seeking greater efficiency and productivity of public expenditure, evaluation processes were implemented. The literature on the subject supports the power of evaluation programs under this policy to guide academic activities; nevertheless, there is no evidence of their effect in improving the substantive functions of universities. In this context, it is fundamental for academics to discuss alternative evaluation modes aiming at improving the quality of institutions. A partir de la década de los noventa, uno de los cambios más importantes en la operación de la universidad mexicana se relaciona con la instrumentación de dispositivos de regulación gubernamental, cimentados en la articulación de procedimientos de evaluación, programas de financiamiento extraordinario y exigencias específicas a las instituciones. En un escenario de contracción del financiamiento a la universidad y ante la búsqueda de una mayor eficiencia y productividad del gasto público se implementaron los procesos de evaluación. La literatura documenta el gran poder orientador de los programas de evaluación que responden a estas políticas, sobre las actividades académicas. No obstante, no existen evidencias de su repercusión en la mejora de las funciones sustantivas de la universidad. En este contexto, es fundamental que los académicos discutamos formas alternativas de evaluación que realmente se orienten al mejoramiento de la calidad.
