In this text, it is sustained that, despite the fact that the teaching activity is one of the main functions of higher education institutions or even the only one in most of them, it hasn’t been reflected in the leading initiatives that have been set in motion in this area for the last two decades. In particular, it points out that the wide evaluation politics established in the education system during the late eighties, didn’t consider the teaching activity as a concern issue for the mechanisms or rewards in the evaluation system. Even though the implementation of new actions tried to repair the situation, mainly by improving the quality of working time and the qualifications of the personnel performing these activities; teaching, in strict sense, and the design or application of a new evaluation scheme to strengthen it, didn’t get better. En este texto se sostiene que aún cuando la actividad docente constituye una de las principales funciones de las instituciones de educación superior, y prácticamente la única en la mayoría, no se ha visto reflejada en las principales iniciativas de mejora para el sector puestas en marcha en las dos últimas décadas. En particular, se destaca que a partir de la amplia política de evaluación instaurada en el sistema educativo al final de los años ochenta, la docencia no figuró en las preocupaciones de los mecanismos ni de las recompensas del sistema de evaluación. Las medidas que posteriormente se instrumentaron, intentaron remediar la situación principalmente mediante la opción de optimizar el tiempo de dedicación y las calificaciones de quienes desempeñaban tal función; no se ocuparon de mejorar la actividad docente en estricto sentido, ni de diseñar y aplicar un esquema de evaluación que la alentara y fortaleciera.
