Resumo:This paper analyzes the foundations and purposes of the Preferential School Subsidy (hereinafter SEP—acronym in Spanish) as a rectifier of inequality, applied to schools—public or private—that receive the basic state subsidy. The SEP supplements the funding that schools receive from other sources, adding resources for every “priority” (i.e. low socioeconomic background) student that the institution serves as well as in accordance with the proportion of such students in the school. Its aim is to provide additional financial resources to those schools that comply with a “performance agreement” associated with various kinds of educational goals. For some authors, the SEP implies a paradigm shift with respect to previously existing financial instruments; for others, however, it represents an update established on the same foundations on which other instruments operate. The latter position prevails to the extent that SEP puts new criteria into operation, but in practice it assumes the role of a typical market incentive, and, therefore, is not consistent with an alternative paradigm. This discussion has relevant nuances and points of view, some of which are reviewed in the text.
