The SEP supplements the funding that schools receive from other sources, adding resources for every “priority” (i.e. low socioeconomic background) student that the institution serves as well as in accordance with the proportion of such students in the school. Its aim is to provide additional financial resources to those schools that comply with a “performance agreement” associated with various kinds of educational goals. For some authors, the SEP implies a paradigm shift with respect to previously existing financial instruments; for others, however, it represents an update established on the same foundations on which other instruments operate. The latter position prevails to the extent that SEP puts new criteria into operation, but in practice it assumes the role of a typical market incentive, and, therefore, is not consistent with an alternative paradigm. This discussion has relevant nuances and points of view, some of which are reviewed in the text. Se analizan los fundamentos y propósitos de la Subvención Escolar Preferencial (en adelante, SEP) como corrector de inequidad, aplicado a los establecimientos escolares que reciben subsidio basal del Estado, sean públicos o privados. Este subsidio complementa los aportes entregados a los establecimientos escolares por otras vías, adicionando recursos por cada estudiante “prioritario” (vulnerable) que atiende, y por la proporción de estudiantes en esta condición en el establecimiento. Su finalidad es apoyar con recursos financieros adicionales a los establecientes para que cumplan un “convenio de desempeño” asociado a metas pedagógicas de diversa índole. Para algunos autores, la SEP implica un cambio de paradigma respecto de los instrumentos financieros previamente existentes; para otros, en cambio, constituye una actualización sustentada en los mismos fundamentos con que operan otros instrumentos. Esto último se piensa en la medida en que el SEP pone en operación nuevos criterios, pero asume en la práctica el rol de un incentivo propio de mercado, por lo cual no respondería a un paradigma alternativo.
