Gaia:The Reforma Integral de la Educación Media Superior (RIEMS) in Mexico was elaborated in 2008 and its instrumentation and impact have been very limited, spite of a certain strength and institutional rooting that has transcended partisan differences in governmental administrations. Particularly, the Common Curricular Frame (MCC) has been unequal between the subsystems of this level and has had unsatisfying results. This study explores, through deep interviews of key Aguascalientes officials, the instrumentation of the MCC from the perspective of the intermediate instances of the systems management, public policy and educational change. Results show six problems: subsystems with unequal conditions of the teacher updating, dependence of the actors will in the absence of management conditions, limited profiles and attributions of the public officials, difficulty to understand the RIEMS, rigidity in the management instances and absence of an efficient agency to manage the implementation.
