The Reforma Integral de la Educación Media Superior (RIEMS) in Mexico was elaborated in 2008 and its instrumentation and impact have been very limited, spite of a certain strength and institutional rooting that has transcended partisan differences in governmental administrations. Particularly, the Common Curricular Frame (MCC) has been unequal between the subsystems of this level and has had unsatisfying results. This study explores, through deep interviews of key Aguascalientes officials, the instrumentation of the MCC from the perspective of the intermediate instances of the systems management, public policy and educational change. Results show six problems: subsystems with unequal conditions of the teacher updating, dependence of the actors will in the absence of management conditions, limited profiles and attributions of the public officials, difficulty to understand the RIEMS, rigidity in the management instances and absence of an efficient agency to manage the implementation. La Reforma Integral de la Educación Media Superior en México (RIEMS) se elaboró en 2008. Su instrumentación e impacto han sido muy limitados, no obstante cierta fortaleza y arraigo institucional que ha trascendido las diferencias partidistas en las administraciones gubernamentales. En particular la implementación del Marco Curricular Común (MCC) ha sido desigual entre los subsistemas de este nivel y con resultados insatisfactorios. Este estudio explora, mediante entrevistas a profundidad realizadas a funcionarios clave de Aguascalientes, la instrumentación del MCC desde la perspectiva de las instancias intermedias de gestión del sistema, la política pública y el cambio educativo. Los resultados muestran seis problemáticas: subsistemas con desiguales condiciones de actualización docente, dependencia de la voluntad de los actores en ausencia de condiciones de gestión, perfiles y atribuciones limitadas de los funcionarios, dificultad para comprender la RIEMS, rigidez en instancias de gestión y ausencia de un organismo eficaz para gestionar la implementación.
